Strong public support for limiting smartphone use during the school day was highlighted as Cabinet met on 9 June to consider the next steps following a consultation involving residents, parents, pupils and school staff across West Northamptonshire.
The discussion reflects the recent publication of updated national guidance, alongside feedback gathered locally, and provides an opportunity to strengthen partnership working with schools on how smartphone use is managed during the school day.
Schools across West Northamptonshire already take a range of approaches, reflecting the needs of their pupils and communities. The Council will continue to work with school leaders through existing forums and networks to share insight from the consultation and support the development of clear and practical approaches where helpful.
The consultation, which ran between November 2025 and January 2026, received more than 1,200 responses and explored views on issues including classroom learning, online safety, wellbeing and behaviour.
Responses showed that many people are supportive of restricting or banning smartphones during the school day, with concerns raised about distraction, cyberbullying and mental health. Respondents also highlighted that flexibility may be needed in some circumstances, including for travel, emergencies, and for pupils with medical conditions or special educational needs.
The feedback provides a clear understanding on how smartphone use is affecting school life, supporting more informed and constructive discussions with schools and partners.
Councillor Michael Stratton, Cabinet Member for Children, Families and Education at West Northamptonshire Council, said: “We wanted to understand the views of our communities on this issue and the feedback we’ve received provides valuable insight.
“Schools are already taking different approaches, and this is about supporting them through existing partnerships to share learning and consider what works best for their pupils. The findings will help inform those discussions, alongside the national guidance.”
The Council will continue to share the findings with schools and partners through existing networks. The insights will also help inform wider work to support positive learning environments and the wellbeing of children and young people across West Northamptonshire.
